If you have good geiodal model then use orthometric height. If you don't have, use ellipsoidal height. If you wish to model your geoid over the survey area, you need to conduct leveling.
How familiar are you with R8? I have the option to use the Geoid model EGM96(Global). Then it asks for Coordinates, Grid, and Project Height. My predecessors had a height set to 345 but I'm trying to figure out why. I want to be confident that I am collecting the most curate data possible.
You might like to set your own bench mark and call it 100.000 if you are using metric or what ever is easier if you are not. You can do your detail survey and your design can be done still using the arbitrary height. Your project can also be built to this benchmark. You can tie into your local grid at a later stage when you do your work as executed survey. Or you could just hook up to your known local survey marks straight off. I'm sure people more local to you will have some more help.
