I have been searching for a position surveying/engineering tech work in either of those countries. Would anyone have any ideas or contacts for that? Your assistance would be greatly appreciated.

My first suggestion would be to join the Costa Rica Land Surveyors group and make some friends in there.... you could network your way into a position. Also there are quite a few surveyors from Panama to meet.. Good luck! Keep us informed..
