Let me start my comment by saying I am not a master or god in surveying.
In my opinion, the idea of antenna height is theoretically driven by minimizing multipath error. That is, avoiding objects that cause multipath. In view of this, you can have your antenna height in any way you want for as long as multipath error is effectively kept at minimum or manageable level.
