Railroad Line Staking

Hello, Your input would be appreciated, what is the most efficient way to calculate,layout and quality control the staking of railroad lines? We currently have a rail project but the project surveyor is using alignments to stake out the centerline of track, there are multiple steps in the data collector to set one point...picking on a line,toggling to find station and offset .
