This is an identifier that the tree it is mounted on has a distance and bearing to the actual monument. The actual tie is from the scribe on the tree. Not the aluminum plate.

Is this to identify the location of corner post,or dead measurment for control point,we take dead measurmens for three trees to locate undergroud monument,
Is ther a legal requirement to fix such a plate,if it is to take directions with te time tree may grow and point may change,
If you have time explain,
