It is actually only a witness tie to the original monument, a better picture is here there is a scribe engraved on the tree itself  and a recorded distance to the actual monument.  It is a very good system that we have, and is perpetuated by every surveyor who visits the monument! ~Dave

It seems to me a plate fixed to a tree,luckey everybody prserve it.good identification of a job done by a Land surveyor,
