Al, I have been in the past. I am joining again. The insurance is a great deal, and will save me several hundred dollars (even after paying for membership).
No and I hadn't considered it before Matonich's comments at the annual meeting. That was the first time I considered it a possibility. Besides the lightsquared issue, what are some other reasons to join? I think some of the consideration has to be your long term goals and where you want to take your career outside of the workplace.

Outreach Speakers kits
Discount program for professional liability insurance
Constant monitoring of legislation affecting surveyors
