May be this is the simplest answer to your philosophical question:
Professionals must have formal knowledge (University), and therefore something that proves that we have it, here comes the degree or title, then a normal control of the profession by for example an association and there you got the license (or not).
Al these "filters" make that not anyone can be a professional, which by the way and at least for me, is not someone that is paid for the job.

Land Survey council is the authority to issuing licence ,and Gazatted the names,and publish in
the web ,but what i mean to say that there is no sound system to introduce leagal professional
to the society , so its best to produce the licence before start any work,then only they understand,
why License?
