Monuments in New Development Area

In new development areas around my hometown you can often see PVC pipes set in the ground like these. Sometimes a stake is set next to them.Sometimes they contain a cable, for example for street lamps which will be put up after the houses and streets are build.But usually they contain a boundary monument. The area is subdivided and the new boundaries are monumented before the lots are sold and houses are build. To protect the monuments during the construction works these PVC pipes are set around them.The stakes, often painted red at the top, are set to make the monuments better visible, they do not mark the exact position of the boundary.This is a interesting difference to Hanover, where I live now: As far as I know here in and around the city it's common now to subdivide the area for a new development by calculating the new boundaries without survey. If they are monumented, it's done after the construction work is done, so they won't be disturbed.
