How to Create 2.515m High Water Mark

This command is designed to create high water mark (HWM). The formula for HWM is HWM (2.515m)=Mean Sea Level+0.960m in Singapore. In other word, it creates a contour line with elevation of Mean Sea Level+0.960m.
