Good morning colleagues.

The Construction Surveyor, more widely known as the Layout man in North America. I work as a High rise Layout Man in Canada using a Sokkia SRX5 fully tracking robotic Total Station with all accessories including the Allegro Mx and Carlson SurvCE 2.5 Software.

Buildersusually have access to PDF info and they share it with contractors, but this isnot enough, it means you have to do the complete ACAD drawing to upload it toyour data collector, a time consuming activity.

The threat of "Second generation data" is certainly reason enough for raw data to be released.
IF the engineer is not willing to release the data then not only an additional office - but a signed waiver should be included.
It's a chess match - so if you are strategic in your timing you will get what you need if your clear and concise. Triple checking the base line map with actual shots if you must build your own digital file is paramount.

  In the last projects I've had access to the FTP ( File Transfer Protocol ) site of the designers: Architectural & Structural dwg's and pdf's. The latest drawings are always there. No complain...

Either tell them you will not do it without the digital plans or charge premium for it accordingly. Be sure to include a statement that you are not responsible for errors due to not being supplied with the data needed to save time and money for the client. If they do provide it - tell your client the advantage is to check things in the process that will ultimately help him and everyone provide a better quality and faster turnaround of his investment. When everyone works as a team, it benefits everyone. Sometimes man can be so stupid to withhold information that will help them and others move ahead in progress and attract more and better business and clients.

This is a problem in almost all of the construction industries. I've worked on high rise, roller coasters, bridges & roads, site work, etc. They all withhold electronic files. We always have a draftsman draw it up using the plans if we cannot badger the architects/engineers to give us a CAD file of some sort.

  I thought this problem only exists in the Philippines. Not providing surveyors the necessary CAD files is an admission of guilt to my point of view by promoting blunders to take place during CAD conversion. I don't really understand this mindset.
