Applications like Rasterex RxHighlight and Autodesk AutoCAD Raster Design are good products in dealing with raster to vector conversion process.

In survey/mapping application, raster to vector conversion shall be done with great deal of coordinate transformation. This is georeferencing in GIS terms.

In many instances, the sample raster object shall be non-linearly stretched or skewed to match sufficient graphical or logical control points using rubbersheeting technique. Raster to vector conversion work shall follow after rubbersheeting is effectively accomplished.

In my own opinion, raster to vector conversion is a methodology used to create vector model of sample raster object. Of course, the idea is to promote editability as well as sustainability.

As we know, vectors are mathematically bound objects. Vectors that you see in your computer screen are simply graphical representation of mathematical models. This guarantees editability as well as sustainability.
