Concerning High Rise, no GPS is not good enough, remember that each floor as it is stacked must be compared to lower floor, and brought into tolerance (about 0.01' per floor, but no more then 0.015) GPS is centermenter accuracy or about 0.03. Craftsmen working on a high rise will detect error and lose confidence in Surveyor, it is critical that various Crafts trust the surveyor to arbitrate differences in measurement, failure would cost the developer in lost productivity and concerns for extras or change-orders. Elevations should not differ more the 0.005 per floor and no more then 0.02 overall. I would refer you to a book, but I have not had time to write it.
