Inmost Jurisdictions and before the 1980's, Civil Engineers registration included boundary determination, hence they could perform boundary surveys.  The license or registration authorizing ones right to practice within a defined discipline is a statement of competence.  Competentse is defined as Experience, education and examination.  As engineering discipline expanded for new subjects to be covered in their four year degree, they dropped the study of title and boundaries.  Hence the various jurisdictions that issue rights to practice denied boundary surveying as they were no longer experienced, educated or examined in boundary survey.  Land surveyors  have the three "E's" for boundary surveying.  In Short, Only land surveyors may practice boundary surveys and engineers cannot.
