I am not sure I can help you with any advice on where and how to study. But you can be fairly sure that a qualification will allow you further progression than without a qualification. This is due to a large amount of surveying work and employers requiring you to be registered in the country you choose to work.

It would probably be in your best interest to ensure the qualification you want to study is recognised in the country you want to settle in with this career.
