What is the procedure to activate the option of Galileo in Trimble R8-3? Is this done by trimble dealers and would the cost be worth the option upgrade?

If you are talking abount the check box in the receiver (hooked up to GPS Configurator), it is checked along with Glonass, etc. I read in trimble bulletin that an authorization code was need to activate that option....
Some receivers do "see" Galileo or other constellations but do not record their signal. Maybe it needs just an update to firmware or a new chip which leads to new receiver. Contact your Trimble dealer to find out.
